Yes, most of your understanding is correct. When you train extra epochs for SWA, you need to specify the starting model using --cfg-options load_from argument. work_dir only specifies where you are going to save the checkpoints. One example is:
./tools/dist_train.sh configs/swa/swa_mask_rcnn_r101_fpn_2x_coco.py 8 --cfg-options load_from=mymodel/epoch_x.pth work_dir=xxxxxx

I think you can read instructions about how to use MMDetection to get more information.
