Don't have any idea if you ever utilized google analytics? They'll provide you a gtag.js for detecting viewers count, behavior, user location... for visualizing site data in a ultimate graph presentation provided by google, similarly baidu also uses this method I don't exactly know how, but they work in the same way, I do think you can delete it without any further concerns, but the developers idea here is to get more site viewer data counts using his hm.js but not others.
