Interestingly, at least on the REEP deployment, the equivalent {sha1}whatever form does appear to work, presumably because it doesn't contain any '.'s.

It does if you query from /entities/

What I am saying is that the {sha1} form of an entity's name does appear to work, as in http://md.reep.refeds.org/entities/{sha1}... but using the URL-encoded entity ID instead, as in http://md.reep.refeds.org/entities/http%3a%2f%2f...., does not appear to work, which is a "me too" for @rhoerbe's issue.

Reviewing issues, this must have gotten fixed because it seems to work now but I will add a testcase and close
