As a work around I built my own 'dart-sdk' on a Ubunto VM using vagrant (http://github.com/selkhateeb/heroku-vagrant-dart-build)
Once the pull request is merged run the following commands
heroku labs:enable user-env-compile
heroku config:set DART_SDK_URL=https://github.com/selkhateeb/heroku-vagrant-dart-build/releases/download/0.7.3.1_r27487/dart-sdk.tar
Or if you want to try it now just reset the buildpack:
heroku config:add BUILDPACK_URL=https://github.com/selkhateeb/heroku-buildpack-dart.git

The patch has been merged, you can specify your own SDK download URL now.
