Discussion in cookbook call:
#266 uses commenting and fragment so no need to have a dedicated recipe. Work to remove link in 260 to remove mention of fragment recipe.

We've re-considered in light of the choice recipe to say we need a fragment recipe that would include:
- Spatial regions
- and time based regions
In restrictions we can say something aren't possible like the css rotation recipe so would need to use a specific resource.

Focus of recipe less on annotations and more on general use of fragments both for annotation but also choice recipes and painting on canvases. Maybe more of a discussion rather than a traditional recipe. Also could include AV.
