I'm busy on the other project and can't debug it, but here is the filter, that works with action's accessibility and its scopes - https://github.com/ikaras/yii2-oauth2-rest-template/blob/master/application/api/components/filters/OAuth2AccessFilter.php#L52

As you can see I just use method verifyResourceRequest of the extension. If it gives ability to use one scope - you can use it.
Try to play with it.
