Reorganize repos

I think we should ultimately use

github.com/ilastik as opposed to
github.com/Ilastik

The content is identical, but the "capital I" version still appears in
mailing lists such as this one.

It looks like the way to fix the capitalization is to rename the organization in the github organization profile. That button has a warning, though: "Renaming your organization can have unintended side effects."

In addition to the above-mentioned changes, I would like to propose a new repo: ilastik-utility (hci-utility?) for basic classes and functions that could be shared between lazyflow, volumina, and applet-workflows. Having a separate "utility" or "base" package is a common practice seen in many other projects, and I think it would be a good fit for ours as well.

I think the utility repo should include:

Non-GUI items:

• slicingtools
• simple (non-qt) signal-like mechanism
• logging configuration and helpers
• singleton metaclass

GUI items:

• keyboard shortcut manager
• thread-context management utilities (e.g. @threadRouted)

This reorganization will also help resolve issue #33.

ideally, this will become a community project; so "ilastik" suits better
than "hci".

The repo renaming in this issue was taken care of last week. Regarding my proposed "utility" repo: it's probably more trouble than it's worth. For now, I'll just move shortcut management to volumina, which should be a reasonable solution for now.
