really no.
because if you want to run Remotely on docker, so docker cannot run on raspberry pi.
if you want to run without docker, the dependencies of this program and the processing of their function is too heavy for raspberry pi 4.

best solution is buy VPS. such as from Microsoft Azure, Google, Talashnet.com/en and etc.

oracle have 24gb arm server so maybe not too heavy,,,

Docker DOES run on raspberry pi, at least on our raspberry pi 5. We run portainer on it and it runs well
So an arm version would be nice

Docker runs on a RaspberryPI.... heck it runs on a RaspberryPI 3B.... this may not want to be supported on that ARM device but DOCKER, DOCKER-COMPOSE and many containers run just fine on all the RaspberryPI's
