arm64 docker image

I was able to get an image up and running. I edited the dotnet image with a tag to target arm64. I don't know if this was necessary, but it works.

If you have no intention of rolling this into your repo, then this issue can be closed.

I didn't mean the last line to be dismissive. I just meant that the issue was solved for me, so you could close this if you wanted. I was able to roll my own image for arm64.
