What sort of testing are you wanting to be able to do? Typically the best way to test sending webmentions is to mention someone who does implement them, for which a link to the list of indie implementations is given, and to test receiving it’s easiest to just reply to yourself.
I suppose some additional debugging information could be given, such as detecting the presence of webmention headers/links and advising about back compatibility.

I think it is kind of rude to just send tens of meaningless webmentions to some article where they show up while developing your webmention implementation, especially at the beginning when you're not sure if you're doing it right. It would be nice to have a test blog where you know that the person doesn't mind. Sure you could install one of the other peoples implementations under a subdomain but because indiewebify.me already has all the other tests I thought it would be a good place to have this test there too :)

What about a simple "autodiscovery" check and an invalid mention to check if the implementation handles WebMentions and sends correct error responses?

http://aaronparecki.com/notes/2013/10/12/2/indieweb is a good example of where people use a another persons blog entry to test their own implementations.

I think https://webmention.rocks should cover this use-case now.

Probably should link to webmention.rocks with a description so people know to look there.
