I usually turn off anything related to AI to check vanilla behavior first. It's a baseline, then you can see changes easier.
I even created a mod to actually clear entirely all AI params to see pure clean behavior. As for now I am trying to understand how techs and civics are scored, there are some weird things happening...

AI loves participating in competitions in my games and spams the send aid projects a bit too much honestly

They do send aid, but I wouldn't say it happens too much. Plus this is like an easiest diplo victory which many say is well, easy.
But there is nothing in the code about this project, so AI does it just by itself, like the engine knows "somehow" how valuable it is?

It's just that sometimes I see them doing these projects in every city. But that's probably because I always play/test with my mod that makes the AI a lot stronger later into the game and so they have more production leftover to do projects as a result. I just wanted to confirm that they were participating in the emergencies at all, sorry for the confusion.
I assume that the Discussions system also controls if the AI favors this project. But that's just a shot in the dark, I have no idea.
