Such a rule will benefit from waiting until all other lint rules finish executing on a file. This way, this rule will be able to access a fully completed list of reports in self.context.reports and verify which suppression comments are unneeded. This means we cannot include it in the visit_batched call here https://github.com/Instagram/Fixit/blob/master/fixit/rule_lint_engine.py#L49
We can somehow mark this rule so that lint_file knows to run it after running the other rules. Thoughts?
