gcc-9 introduces and enables address-of-packed-member option by default so gcc-9 with -Werror
treats taking address of packed member as a error.

commit f372040c7cf9 has fixed the issue by disabing address-of-packed-member option as upstream kernel does.

Could you download the lastest lkp-tests code and then check if the issue is gone by 'lkp install ./packetdrill-defaults.yaml".

You can see the patch in lkp-tests code, as below:
[root@Fedora-30-workstation lkp-tests]# ll pack/packetdrill.patch
-rw-r--r--. 1 root root 1677 Aug 10 21:01 pack/packetdrill.patch

This patch just disables address-of-packed-member when the option is supported, and does nothing when the option isn't supported.

With the given patch,lkp install ./packetdrill-defaults.yaml" is working without any issues.
