It exists in the maiko code, and it is not exposed to Lisp. It also had to deal with DOS names with drive letters and backslash vs slash though we've not had that part of the code enabled for a while.

It ought to be a method on an FDEV to get the underlying file system's representation of the name (as a string), but that could be supplied by a subr or a Lisp implementation that knows what the FDEV is going to be doing underneath.
