This is caused by the systems locale using different punctuation:

Replacing the line with System.Diagnostics.Debug.Assert(Decimal.Equals(Decimal.Parse(res.ToProperTimeStamp()), Decimal.Parse(reader.Value.ToString(), CultureInfo.InvariantCulture)), "Precision loss :(");
fixed it for me, however, as I don't really know how your code works and I cba to take a closer look at it for the moment I'm not setting up a PR for this.

That check was put in place to make sure the precision for time stamps wasn't suddenly lost. There was a problem with it a while back.

A new Nuget package for this has been published.
To be clear, that check was put in place because precision loss was occurring sporadically a while back with no real way to debug it or find the cause of it.
