apu length is broken

most games end up with a sound playing for a long time, such as when link gets a new item, the final note will keep sounding.

this apu was copied from a much earlier version of my gb apu, which was in a pretty bad state at the time, so ive likely pulled in all the same bugs also.

instead of fixing this, i think it be best to just write the apu stuff from the ground up. there's not much code to it so it shouldnt take long, plus its relatively simple.
