A transition changes the FSM state, which is in the end a variable assignment. What do you mean by "transitions are instant"? Do you mean instantaneous? If yes, then yes transitions are instantaneous (it is a variable assignment). Otherwise, please clarify what you mean.

A transition can define an EventHandler which is invoked before changing the FSM state. So if you want to introduce some delay, you can do it in an EventHandler (with Thread.sleep or something similar).

In your example, the code that downloads the file could be implemented as an EventHandler.
