Recently thought of something. Instead of a command to add new entries, OptiBot could just take new messages posted in the #faq channel and instantly transform them into embeds. This could use a system vaguely similar to the one found the new !faq command. This would only really work if messages followed a specific format (although it could be easily simplified)
The only issue now is deleting/editing bot messages.

Thinking about this months later, I believe we could have a channel in the new mod server dedicated to hosting the original FAQ entries as ordinary user messages. From here, the bot can take these messages and post them to the #faq channel in the main server. With the right setup, this can also be used to easily edit and delete entries as we do currently, with the added benefit of better formatting with rich embeds.
