Call the DVID super-voxel API from the cleave tool

The "neu3-body-cleave-dvid-output" branch now outputs in two ways: the old way (to an ad-hoc key-value instance) and the new way (using the DVID cleave API).

There are not yet any nodes populated with the "labelmap" instance type that supports the new DVID cleave API, so this new code has not really been tested (except to verify that it displays a message when the operation fails).

The "neu3-body-cleave-dvid-output" branch has been updated, and (simple) tests indicate that it works correctly with the new DVID cleave API:

The "neu3-body-cleave-dvid-output" branch has been brought up to date with changes in "develop", and now also peforms check-out/check-in of the body being cleaved:

The cleaving tool's direct updating of the segmentation through the DVID API can be disabled as follows:
export NEU3_CLEAVE_UPDATE_SEGMENTATION=no
