Problem of testing image

Hi,
I try to work with your code, and can able to train model, save and load model.
But, I am facing problem while predict after loading model.
My question is have you added Test Images to annotation.csv?

I am getting error as below:
raise UnidentifiedImageError(
PIL.UnidentifiedImageError: cannot identify image file 'C:/Users/dhara/Desktop/vip/annotation.csv'

please help me with this.
