This is where the underlying data is being managed. I wonder which reason there is for keeping multiple zones in the data.

Hello there. I'm the maintainer of timezone-boundary-builder which is the underlying dataset used for this project.
With regards to your issue, the observed time in this area depends on who you ask. Although the Chinese government officially says they are using Shanghai time, there are some locals who use Xinjiang Time. Ideally, the result for this GPS coordinate would return 2 timezones (Asia/Urumqi
and Asia/Shanghai
). The timezone-boundary-builder project has (as of the latest release) been careful to avoid overlapping timezone boundaries to make QA/QC easier, but that will change as of the next release where overlapping zones will be included (see this issue for some more discussion).
@MrMinimal64 FYI, the website you provided appears to be using an old version of the data from timezone-boundary-builder to doesn't have the latest changes to Chinese timezones in there.
