I was able to reproduce this in the test project included in the package by just adding FOOBAR = values.SecretValue(environ_name='FOOBAR') to the Base configuration and then running python manage.py validate.

So yeah, this was basically an issue of configurations of using Django's ImproperlyConfigured exception, which interacted with the command system too early for the settings mechanism, basically hiding the real exception behind the SECRET_KEY exception. I just switched to using ValueError exception that don't have this side effect and should make things much cleaner. Can you try out current master?
