I tried to create a pull request for my fix but it wants to include too many commits. You'll need to cherry pick it manually or something.

I've added a test case for this issue, I've tried to ensure that the rewriting is made baed on PIPELINE_URL/``STATIC_URL setting, it seems to work. Can you check ?

It works as long as PIPELINE_URL is not set to an empty string. Django throws ImproperlyConfigured if you set STATIC_URL to an empty string so pipeline should probably do the same.
