I support this issue. I went even father and keep all my requirements in a separate directory like this:
requirements/base.txt
requirements/development.txt
requirements/production.txt
from pip-tools.
I'd accept a patch where all three patterns are directed, no problem. No pattern is better than the other, IMO.

requirements[_-](.*).txt
requirements/(.*).txt
from pip-tools.
