The problem here is that DropdownMenu steals focus. In Material 3 1.3.*, there is a related change: https://android-review.googlesource.com/c/platform/frameworks/support/+/3028145
It adds a parameter to menuAnchor that controls if a dropdown menu is focusable or not. It cannot be just unconditionally changed in the current version because focus is usually required there (for example for keyboard arrows navigation)

I'm seeing the same behavior in Android. The keyboard is active, but pressing the keys does not do anything.

Just set the focus of ExposedDropdownMenuBox to false(in PopupProperties).

I can confirm I have the same issue with desktop and iOS. Android is working well
