You should be able to do something like the following in your Gruntfile:

module.exports = function(grunt) {
  grunt.initConfig({
    watch: { /* ... */ },

    exec: {
      start: { /* ... */ },
      stop :{ /* ... */ }
    }
  });

  grunt.registerTaslk('myTask', ['exec:start', 'watch', 'exec:stop']);
