Essentially the gist index doesn't do well for real-world prefix data. The range type do better, and we may want to consider switching to that. It still won't work with huge networks, but it should work with most.

Have switched to range gist indexes for now. This seems work somewhat better, and this is not enabled for up to 200 prefixes in initial search.
Need more postgres speedhacks to set the cap higher.
