After some local testing, it seems I was wrong about it being a timeout on the first response. It is if the whole file is not downloaded in timeout, which means even 60s is a bit slow on a bad connection. In other words #4 wasn't fixed after all.

Now I notice that the error I got locally on a slow connection was slightly different:

Timeout was reached: [] Operation timed out after 60000 milliseconds with 1448438 out of 17217329 bytes received

I've given up and marked the example as \dontrun. Maybe CRAN will object to this; I'll cross that bridge when I come to it.
