Take a look at the isValidTarget option (an example: http://johnny.github.io/jquery-sortable/#limited-target).
This might solve your case, if the search is not too expensive.

But in principle, you picked the intended configuration. I will try to fix this in IE7, if you provide a minimal working example (preferably jsfiddle or similar)
