There was an error trying to add project in this group

I'm having the same problem. I can't find any error in the chrome console or the server's php log. I recently upgraded WordPress to 4.9.8 and BuddyPress to 4.0.1, maybe that's the bug reason.

Only admin can create a new task. Pity..

I found the solution to this problem. There are some conditionals in the "/core/conditional-tags.php" file that requires the users to have the 'manage_options' capability. I added that capability to the user role then I was able to publish the project.

As a temporary solution you can add that capability to the user role using a plugin like: User Roles and Capabilities or similar.
