+1 to the idea of having user specific secret_key and reasoning behind it.

So the idea of "Per-User Secret Key" is definitely a good one but very implementation-specific. I'd be willing to check a PR out that passed the payload as well as the user to jwt_encode_handler() and jwt_decode_handler()(since you'll need the secret key here as well). The default encode and decode behavior should stay as they are. This should be enough to allow you to implement custom handlers for per-user secret keys.
