Document constants

OK, I did a git bisect (using Julia 0.2, as the recent changes to the timer interface made it not possible under julia 0.3). It looks like the culprit is simple: Gtk.GdkEventType.SCROLL is what I switched to because (by grepping inside src) it was the only constant I could find with SCROLL in the name. The proper choice seems to be Gtk.GConstants.GdkEventMask.SCROLL.

Any thoughts on what we should do to document GConstants?

i guess it's not really necessary to dump all of those symbols in GConstants, it might be better to just put them in Gtk

Or a recommendation to say using Gtk.GConstants along with Gtk.ShortNames. I'm fine with either.

But I am serious about the documentation question: it's a lot of constants, so the idea of documenting each is...unattractive. I presume they follow a generic pattern, perhaps we can just explain the pattern/categories (e.g., GdkEventMask, GdkEventType) and otherwise point to the Gtk documentation?

GConstants is auto-generated, so they should match the Gtk documentation exactly
