Not finding @tsconfig packages in NPM7 workspace.

I don't have a public repo. The files you'd need to set-up a repro:

Root: /package.json:

Now run npm install && npm build from root and it should install the entire workspace and build it and the build step fails.

What happens here is that 2 packages depend on the same dep (@tsconfig/node14) which gets moved into /node_modules as a common dep.

I've added the test project to the pull request.
The test is passing with the fix, so it should be fixed in the next release.
