Just to clarify why I need this; often I have some rules that involve substituted glyphs next to non-substituted ones (e.g. kerning between salt alternate 1 and a default glyph), which can’t be tested if the feature is activated globally.

It is a rather obscure thing though, and I doubt them many fonts do or need this.

FWIW, uharfbuzz does not seem to support setting feature range, but I think it can be hacked into the feature string using the Python-like syntax that HarfBuzz supports (e.g. salt[1:5]).
