I think there's a slightly different way you might try:
foo_service/
mix.exs # {:foo_client, path: "foo_client"}
foo_client/
mix.exs
proto/
that is, the client contains .proto files and the generated client code and that's what you publish on Hex. And the service depends on client to generate server code. Bonus points for integration testing the service using the client API!
