Like #63, this is more complicated than what I have resources for until 0.1.0, so punting it to a later release.

With keyboardio/chrysalis-api@14201d3, the display part of this is there. We still need to figure out a good UI for these, and wire them up similar to #145.

Current state:
DualUse modifiers are working fine, and we can't get to an invalid state either. Toggling dual-use on and off works fine too.
DualUse layers will work similarly, except the layers buttons will replace the modifier buttons then. We'll have a "Dual Use Layers" button somewhere to toggle between modifiers and layers.
