@arlm, you can try deleting the localization sub dirs (e.g. for italian: "1040", "it", "it_IT") from the following directories:

c:\Program Files (x86)\Microsoft Visual Studio\2017\Professional\MSBuild\15.0\Bin\

c:\Program Files (x86)\Microsoft Visual Studio\2017\Professional\MSBuild\15.0\Bin\amd64\

This worked for me.

When you run msbuild from command line and log to file, what language is the log in? If it's German, can you find a way to force it to English?

I couldn't find any way to force that. On the command line it runs all in German.

Then I'm afraid there's nothing I can do here. I just call into MSBuild like you do from command line.

You can consider opening an issue at https://github.com/Microsoft/MSBuild and ask them if there's a way to force MSBuild to use the English locale.
