OK. I will trigger rebuild to check dependencies. But at the same time I would advise you to start using stack to build you haskell projects. It's a nice tool

Could you please provide more information about you environment besides just output?

Just used
cabal install telegram-api
It installed all dependencies listed in hackage. But when it comes to building telegram-api, it prints this error. I believe you are using this classes http://haskell-servant.github.io/servant/Servant-Common-Text.html, could it be? And somehow it is not finding them

I believe i've found the error (or may not...):
I found this line from the Changelog of servant-client,
Use http-api-data instead of Servant.Common.Text

migrated to latest servant and added version number for servant dependencies. if issue still exists feel free to reopen it
