Although I would very much like this to be an intentional change, (seeing as independent verniers are quite exploitable), it was probably unintentional and should be fixed.

"Remove Making History" sounds pretty intentional

Whilst that may be the case, every other Making History part removed by that change has a higher quality alternative that is still available. Perhaps a new vernier model could be introduced instead, based on the ones currently part of the RD-108 and RD-107 models, so that access to the verniers is restored, even for people without Making History.

Does it? The LR101 could at least be run independently, as could the RD-0214. The RD-0110 verniers likewise really shouldn't exist as a separate part...

The RD-107/108 verniers all relied on the engine's main turbopump to receive fuel and oxidizer, so it could not run fully independently. The main reason it is a very useful part is that a 2xRD-107+1xRD108 rocket does not always have enough control authority low in the atmosphere without some extra verniers. That has been the case ever since the vernier control force of the RD-107/108 was reduced when their models were updated, a change which I assume to be accurate.

Ok, PR to deprecate the ROEngines RD-0110 verniers here.

Although the other vernier models are still kinda exploitable since you can place only one instead of all four, they could at least function independently and consequently aren't too unbalanced. The LR101 (in pumpfed mode) and S-3D vernier exhaust have mediocore performance and are constrained to ground-start only so they shouldn't be too bad.
