investigate docker-in-docker brokenness with kubekins-test and docker 1.11.1

Most likely libltdl7 is missing from the kubekins-test image, and we need to add it.

Unfortunately, this means we may need to update the old release branches to the new kubekins-test image if we're ever going to upgrade docker on Jenkins, which also means we'll bump up the version of Go we use there. We probably should start versioning infra changes separately from Go versions, like we now do for crossbuild.
