@haraldh thanks a lot for reporting this. It seems that the tpm2-tools project changed the environment variables that are used to configure the TCTI used to talk with the tpm2.

This is definitely not a changed that could be made between minor releases and so a break in backward compatibility, so I've just filed an issue in tpm2-tools: tpm2-software/tpm2-tools#1171.

So for now you can use Fedora 28, since it has the old tpm2-tools version (3.0.5) that honours the TCTI variables as documented in the man page. I've talked with a developer from Intel that said that he will take care of the regression.

This issue been fixed upstream and in Fedora 29.

@npmccallum I think this can be closed now, as mentioned it has been fixed in tpm2-tools already and wasn't a clevis bug.
