Refactor FEMFunctionBase-based projection

As discussed in #21, there's a fair bit of code duplication between the FunctionBase and FEMFunctionBase versions of project_vector. Remove that. My thinking is to create a helper class for all the different projection methods scattered around the library can use so we can eliminate the code duplication there as well.
