I've narrowed down what's happening --
3478: DEBUG: Restarting daemon with command: /usr/bin/php7.2 /var/daemons/launch.php 'TestDaemon' '-d' > /dev/null

3478: DEBUG: Restart completed. Exiting original daemon process
the buildCommand() function is launching the daemon without sudo, whereas I initially launch it using root crontab.
I'm assuming this is some file/directory permissions issue which I can't actually seem to nail down.
I resolved this by manually defining the restart command using setCommand()
