Oh, it is an update_counter with no default, so it is probably missing the key that is causing the badarg. Thinking more this may just be an oddity from our test code causing this, but not sure how yet it would only happen on master.

Fixed it on our end. It was that our pool stop function was not actually stopping all the shackle pools it had created. My guess is that a shackle stop/start no longer drops all the existing data regarding a pool (likely the foil entry?) causing start to think the pool is already started, and thus not create the shackle_pool_index entry.
