I think the File System API is meant to be in Worktop Itself. It's just a DX Issue, We Could follow a File System Convention to Define Routes & then Worktop build System would Compile it to runnable Code. I think It's Possible to have a File System API in Worktop Itself for Development Purposes.

Workers have no file-system. If you're referring to Pages' Functions ability to retrieve static assets, even that's not a file-system (it's actually KV).
If that's what you're looking for, then you can find more details here: #145
Otherwise, since Workers have no file-system, this isn't possible to implement.
