I'm not interested in a custom build of Firefox. I definitely do not want users to have to compile it or install all of those build dependencies.

I just want preset Firefox settings and add-ons. I want to edit Firefox's "dotfiles" so to speak. I know this can be done my creating a custom profile, I just don't know how to do it elegantly.

Hmmm. The only documentation I know is this: https://developer.mozilla.org/en-US/docs/Mozilla/Command_Line_Options#User_Profile .

Okay, well that's not what we're looking for.

I've put together a repo here that has a profile I think I'll use for this. It might just be that this is as close as you can get to what I'm looking for. Part of the Firefox configuration is loosely plaintext based, but unfortunately a lot of it needs configuring through the UI.

I think that this solution is as close as a hack as it can come...
