This is really strange. It works FINE whenever I launch Steam from the command line, but it doesn't work fine when I launch steam normally.
I'm closing this issue, as I think it's likely that I'm launching steam incorrectly. Somehow.

Can you provide logs? That would be where you launch steam in terminal try and launch a game and then provide the output.
It sounds like the zenity prompt is failing which is the license pop-up you mentioned. We are using the steam provided zenity
