I have seen this issue as well, and I am using the delete action with the if: always() trick. Going over the logs, I found a few cases where the runner teardown failed with a message saying the runner was still busy and could not be removed. I suppose there may be times where it takes longer for the state to change from busy to idle. We may wish to do a few retries in this case.

@lielran can you please provide more details on how you use the action in your workflow? The workflow code would be very helpful. Do you use the delete action at the very end of the workflow execution?
