I figured this out. Two things were causing this issue:
- for whatever reason there were some errors with the stop mode which left a bunch of runners that were offline but still registered.
- the github list call here is not actually paginating correctly. It's only retrieving the first page of the call. because of this, if the runner in question is beyond the first page, it isn't recognised.
@machulav I think the call should check the response and paginate properly. Would you accept a contribution for this?
