Firstly, issues submitted need to have an informative title (a title like 'HIPT4k module import error' would more clearly communicate the nature of your problem) and contain all necessary information to reproduce the error (i.e. your operating system and all the steps you took before reaching the error as a minimum). Please follow these style guidelines for issue reporting in future: issue guidelines.

As for the issue, your Python interpreter is not recognising the location of the files within the HIPT_4K directory.
The three simplest options to solve this are to either:

1. add the HIPT_4K directory to the python path within your TEST.py file by having a sys import at the top of the file:
   import sys
sys.path.insert(1, "{PATH TO HIPT HERE}/HIPT_4K")
2. navigate to that directory and execute your TEST.py file from there
   cd {PATH TO HIPT HERE}/HIPT_4K
3. add the HIPT_4K directory to your pythonpath. In Linux systems, this can be achieved using
   export PYTHONPATH=$PYTHONPATH:'{PATH TO HIPT HERE}/HIPT_4K'
   and I expect it is similar in Windows.
